Marchelle Franklin formerly served as City of Phoenix Human Services Director, managing a $195 million budget and over 450 employees. She joined the City of Phoenix in 2002 and prior to her most recent role, served as Director of the Phoenix Police Department Community Affairs Division, Deputy Director for Community Development and Government Relations at Phoenix Sky Harbor Airport, Chief of Staff to former Phoenix Mayor Phil Gordon and Chief of Staff to former Phoenix City Councilman Michael Johnson.
 
Before transitioning to municipal work, Franklin, spent nearly 15 years in the private sector working in human resources management.  She earned a MBA in Finance from Grand Canyon University, a Bachelor’s degree in business administration from the University of Phoenix and completed the Executive Development Program in Human Resources Consulting and Strategy Development at the University of Southern California.
 
In addition to her volunteer leadership role at the Fiesta Sports Foundation, Franklin is on the Board of the Black Chamber of Arizona (Immediate Past Chair) and serves as a Translational Genomics Research Institute (TGen) Philanthropic and Advocacy Ambassador.
